Issued pursuant to City Charter, Section 7.1
I, Jacob Frey, Mayor of the City of Minneapolis, subject to the executive and administrative authority granted to me pursuant to Minneapolis City Charter, do hereby issue the following Executive Order:
Terminating State of Local Public Health Emergency
WHEREAS, on March 16, 2020, I declared a state of local public health emergency related to COVID-19 within the City of Minneapolis pursuant to the authority contained in Minnesota Statutes § 12.29 and Minneapolis Code of Ordinances § 128.50; and
WHEREAS, following the declaration of local public health emergency, I issued several emergency regulations for the protection of life and property and to provide essential services to the public; and
WHEREAS, following the termination of the State of Minnesota’s peacetime emergency declaration on July 1, 2021, the City found there was a public benefit to extending the period of local emergency to provide a planned, phased elimination of its associated emergency regulations; and
WHEREAS, the City has developed the tools to continue to mitigate the impacts of COVID-19 without exclusively relying on the use of the enhanced powers afforded by the declaration of local public health emergency; and
WHEREAS, the use of emergency powers no longer appears necessary to manage the risks of COVID-19.
NOW, THEREFORE, I, Jacob Frey, Mayor of the City of Minneapolis, do hereby order the following:
- That the state of local public health emergency is terminated effective October 2, 2023.
- That any emergency regulations related to the terminated local public health emergency declaration will also no longer be in effect as of October 2, 2023.
