Emergency Regulation No. 2022-8

This emergency regulation rescinds Emergency Regulation 2021-4 and 20211-6 regarding face coverings in City buildings and properties.

Proclamation of the Mayor

I, Jacob Frey, Mayor of the City of Minneapolis, subject to the authority granted to me pursuant to Minnesota Statutes, Ch. 12.29 and Minneapolis Code of Ordinances § 128.50-60 do hereby proclaim the following Emergency Regulation:

Emergency Regulation No. 2022-8

Whereas, on March 16, 2020, I declared a local public health emergency related to the COVID-19 pandemic in the City of Minneapolis (“City”) and assumed executive responsibilities attendant thereto; and

Whereas, on August 3, 2021, I promulgated Emergency Regulation 2021-4, which re-established a requirement for face coverings in City buildings and properties; and

Whereas, on December 10, 2021, I promulgated Emergency Regulation 2021-6, which amended Emergency Regulation 2021-4, regarding requirements for face coverings in City buildings and properties; and

Whereas, since March 2020, the City has issued as well as rescinded numerous disease control and prevention regulations as needed to address the ebbs and flows of the COVID-19 pandemic; and

Whereas, hospitalization rates and ICU bed capacity data indicate that the strain on the healthcare system is improving; and

Whereas, the CDC has issued new community indicators to classify a community level as low, medium, or high and based on those indicators Hennepin County is in the low community level classification; and

Whereas, the CDC’s new guidance states that communities at all indicator levels should allow people to wear a mask based on personal preference, informed by personal level of risk and that people with symptoms, a positive test, or exposure to someone with COVID-19 should continue to wear a mask; and

Whereas, rates in Minneapolis have been dropping rapidly, with a seven-day new case rate of 65.9 per 100,000 individuals; and

Whereas, Minneapolis’ key public health risk indicators are improving, there has been progress on vaccine and booster administration, and there is an increasing availability of COVID-19 treatments.

NOW, THEREFORE, I, Jacob Frey, Mayor of the City of Minneapolis, do hereby order the following with respect to Emergency Regulations 2021-4 and 2021-6:

  1. Emergency Regulations 2021-4 and 2021-6 are hereby rescinded and have no continuing applicability or effect.
