Released request for proposals

The Office of Performance and Innovation publicly posted the RFP. It described the services the City sought.

March 11, 2021

Held pre-proposal conference

We held a meeting for interested vendors to ask questions. Thirty interested behavioral health providers attended. We recorded the meeting and shared it on the City's procurement page for providers who weren't able to attend. 

March 16, 2021

Due date for intent to apply

We asked vendors to notify us of their intent to apply by this date. 

March 18, 2021

Due date for RFP questions

We asked vendors to submit questions about the RFP in writing by this date.

At this date we also extended the due date for proposals, as was requested by vendors. 

March 24, 2021

Posted responses to RFP questions

We posted RFP questions and their responses to the City's procurement page. All vendors had access to this information.

March 31, 2021

Proposal due date

We asked vendors to submit proposals by this date. We received proposals from four vendors: 

  • Canopy Mental Health and Consulting
  • Twin Cities Recovery Project
  • Crisis Prevention Institute
  • Courage Consulting
April 14-18, 2021

Reviewed proposals

We invited people from the following areas to review proposals: 

  • City staff
    • Office of Performance and Innovation
    • Police Department
    • 911
    • Finance (Risk and Leadership)
    • IT
    • Clerk's Office
    • City Attorney's Office
    • Health Department
    • Civil Rights
  • Hennepin County Medical Center (HCMC) psychologist and psychiatrist
  • Community-based psychologist
  • Hennepin County Emergency Medical Services
  • Hennepin County COPE
  • A Minneapolis resident
  • Common Cause
  • St. Stephens Outreach

Almost all participants completed a scoring sheet or provided feedback. Canopy and Twin Cities Recovery Project moved forward to interview.

The interview panel consisted of people from:

  • St. Stephen's Outreach
  • A Minneapolis resident
  • HCMC Psychologist

The interview panel unanimously approved Canopy. 

April 27, 2021

Canopy notified

We notified Canopy that we had selected them. 

August 16, 2021

Signed contract

We signed the formal agreement with Canopy for services.
