What to know
Eligibility
Eligible properties
Your property must meet these criteria:
- Located in the City of Minneapolis
- Be enrolled in the 4d affordable housing incentive program
Eligible projects
You can apply if your project does one of the following:
- Qualifies for an Xcel or CenterPoint utility rebate
- Facilitates an energy efficiency upgrade for:
- Ventilation
- Knob and tube wiring
- Furnace room
- Asbestos removal
- Switches from gas to electric
- Appliances
- Cold climate heat pump
- Water heater heat pump
Incentives
City match
Your City match is based on the following:
- The total cost of the project
- Utility rebates
- The incentive category that your project qualifies for
Category* | Maximum match |
---|---|
Base | Rebates + city match = 70% of total project cost |
New construction | 50% of the cost difference between current energy code |
*The maximum match amount for each category is $50,000.

Base category
Any eligible property
New construction
Property must have these certifications:
- ENERGY STAR
- Department of Energy Zero Energy Ready
- Passive House Institute US (PHIUS)
Other criteria
- Grants, matches and rebates cannot exceed your total project cost.
- Equipment must meet the minimum guidelines.
- The Center for Energy and Environment (CEE) may suggest an exception.
